Microsoft Driving DLC not Lifting it

It appears that some more cynical gamers out there had decided that Microsoft was in fact simply paying developers to cut sections from completed games for later delivery. Not according to Tomb Raider Underworld dev' Eric Lindstrom, "We were approached by Microsoft, who asked us if we could make some downloadable content for them.
"The DLC that we're making for Microsoft is especially made. It's not part of the main game that we saved", he is quoted as telling videogamer.com.

Why would a developer limit their earnings from the gamers unless they are being compensated.
