In the latest issue of Japanese gaming journal Famitsu, Konami has announced a new football management game spin-off in its best-selling Winning Eleven series, tentatively titled Winning Eleven Simulation.

According to the report, the game will be in the vein of Sega's Let's Make a Pro Soccer Team and will concern itself with managing and organising a virtual team. Imagine the management aspect from ISS, greatly expanded, and you should be on the right track.
